JICAP ­ Joint Industrial And Commercial Attachments Programme

JICAP is financed by the British Government's Know How Fund, so there is no direct cost to UK companies. The scheme enables enterprise managers from Central and Eastern Europe and the former Soviet Union to be placed in UK-registered companies to experience and apply Western business practice and technology.

Eligible businesses
Any size of UK-registered business can host JICAP managers. The British Council and CBI will find a suitable manager to meet your specific requirements.

Know How Fund – Training for Investment Personnel Scheme (TIPS)

• Size of business:
• Kind of funding: Grant

The Scheme provides a grant of up to £25,000 as a contribution towards the costs of training indigenous personnel of a newly set up (or about to be set up) operation in Central and Eastern Europe, the Baltic States and the former Soviet Union. The training may be provided in the UK or in the country of the new investment.

Eligible businesses
UK-registered businesses which have, or are about to, set up new, direct long-term investment operations in countries in the above regions. Only tobacco, munitions and other defence equipment sectors are excluded from this Scheme.

Scheme conditions
Diversification or extension of an established enterprise in an eligible country and sector will be considered. Licensing and franchising arrangements will also be considered on a case by case basis. Portfolio investments or offices created to service a contract or solely for sales and marketing are not eligible.

LEEL Business Skills Programme

The LEEL Business Skills Programme offers practical help and advice to maximise employee contribution to company objectives.

Assistance with arranging funding of a training needs analysis is provided and LEEL will contribute up to 50% of the agreed training costs. The training needs analysis identifies current skills and prioritises areas where additional skills would be necessary for future business growth.

Eligible businesses
Lothian-based companies which have between 5-250 full-time employees and who operate within the technology, manufacturing, electronics, tourism, export markets or tradeable services sectors.

LEEL Management Programme

The LEEL Management Programme places within companies unemployed graduates and managers to carry out a specific project.

The project can relate to any function within the company including marketing, administration, production and technology.

Prior to carrying out the project, participants undertake five to six weeks initial training in marketing, finance, business planning, communication and personal development.

The programme aims to assist local companies and secure long-term jobs for graduates and unemployed managers. Over 60% of all participants take up employment within three months of leaving the programme.

The programme's duration is 28 weeks which consists of six weeks' training followed by a 22-week placement.

Eligible businesses
All Lothian-based businesses including public bodies and the voluntary sector.

Scheme conditions
There is a cost to the company of £175 per week which is paid to the training provider.

LEEL Skillseekers

LEEL Skillseekers provides training leading to vocational qualifications, work experience and job opportunities. It is designed to allow 16-17 year-old school leavers to secure the relevant skills and training when they enter the labour market and to gain a nationally recognised qualification to secure a job.

LEEL will work with both employers and training suppliers to deliver vocational training that increases the range and quality of the skills and employment opportunities available to young people.

The Panasonic Trust

The Panasonic Trust, managed by The Royal Academy of Engineering, was set up by Matsushita Electric (UK) Ltd to provide financial assistance towards the training of professional engineers. Support is given to engineers who wish to undertake part-time modular MSc courses at a university or higher education institution. The grant is 50% of course fees. All courses which extend, enlarge or update the student's knowledge of new technologies, new fields of engineering or new materials are eligible.

The engineering sector.

Applicants must be educated to a minimum of ONC/OND standard and have worked in the engineering sector for several years.

Small Firms Training Loans

• Kind of funding: Loan

Small Firms Training Loans help businesses employing up to 50 people to pay for vocational education or training, by offering deferred repayment terms.

Companies can borrow between £500 and £125,000 to cover training costs and, subject to a maximum loan of £5,000, consultancy advice on training matters. The company has nothing to pay for up to 12 months of training and for a further month afterwards. The Employment Department pays the interest for this period. After that the loan may be repaid over at least one year and up to a maximum of seven years.

Eligible businesses
Any business already trading or about to trade, with up to 50 permanent employees. Sole traders, business partnerships, co-operatives, franchises and limited companies.

Scheme conditions
Any education or training course whether full-time, part-time, in-house training or long-distance learning is eligible provided the company can demonstrate that the course will help in achieving its objectives.

Training for Innovation Programme

The Training for Innovation Programme is a scheme jointly funded by the European Social Fund and by Scottish Enterprise with contributions from participating firms in the Lowland Scotland area.

The Programme runs for up to two years and involves a period of full-time training together with a project in a small or medium-sized enterprise. The Programme will be based in Strathclyde University and is for new or recent graduates in engineering or related subjects.

Associates will receive a grant while on the Programme and will take approved courses as well as completing a development project based in the company. The training will encompass advanced engineering, management and business topics. The choice of project and -- to a limited extent -- the make-up of the training modules are the responsibility of the sponsoring company.

The objectives of the Programme are:

  • to obtain an appropriate quality of training for good graduates with projects targeted to the requirements of the company
  • to deliver to the companies at the end of the Programme appropriately qualified and trained individuals, with experience in the business of the sponsoring company
  • to facilitate the transfer of technology from the University to companies
  • There is a company contribution towards the student maintenance cost, university tuition fee and project running costs.
